NDIS Amendment Bill 2024 Passed

22 August 2024, Parliament passed the National Disability Insurance Scheme Amendment (Getting the NDIS Back on Track No. 1) Bill 2024.

This Bill sets the groundwork to achieve the NDIS Review’s vision of restoring the NDIS to its original purpose and delivering better outcomes for Australians with permanent and significant disabilities as part of a broader support network.

These changes will take some time to develop in collaboration with people with disabilities, but as they are implemented, participants will experience the benefits.

What’s Next for the NDIA?

The National Disability Insurance Agency (NDIA) will now focus on delivering these reforms alongside people with disabilities.

It’s essential that people with disabilities continue to have a say in shaping how these changes are designed and rolled out. I’m committed to ensuring their voices remain central to this process.

The NDIA has been working with the disability community on various reforms over the last two years, and this partnership approach will continue as we move forward.

Areas of Focus for Further Development

Together with people with disabilities, we’ll continue work on:

  • Reforms to assessments and budgeting
  • Defining the role of the new navigator position
  • Changes to how plan management services are delivered
  • Improving integrity measures to safeguard participants
  • Creating a new psychosocial early intervention service

Inclusive Co-Design with Key Stakeholders

Each co-design reference group will include NDIS participants, the Independent Advisory Council, industry experts, and representatives from government agencies. Each group will also have dedicated members from Disability Representative and Carer Organisations (DRCOs) to ensure broad representation from the disability community.

This work will also be done in partnership with state and territory governments, ensuring a joint approach that fosters a stronger, more sustainable NDIS that meets the needs of all Australians.

Immediate Impact

As the Bill has not yet come into effect, there will be no immediate changes for participants or providers.

For now:

  • Participants: Please continue to follow your current plans and policy guidelines.
  • Providers: Continue to claim for supports in line with existing operational guidance.

We understand that upcoming changes may leave some participants feeling uncertain.

Over the coming weeks, the NDIA will continue to work with you and will share information to:

  • Explain what the changes mean for you personally
  • Let you know when the changes will apply
  • Guide you on how to prepare for any adjustments
  • Provide support if you need assistance during this transition
  • Offer opportunities to get involved in developing and implementing the changes

Co-Design for Effective and Lasting Change

Changes will be introduced gradually, with clear communication and transparency throughout. Participants and the disability community will play an essential role in shaping how these changes are put into action.

The NDIA is committed to listening to and amplifying the voices of people with disabilities to ensure we implement these improvements in the best possible way.
